Evaluation Criteria & Scoring
Statements of qualifications go in; a weighted, consensus-ranked shortlist of architect and engineer firms and a rank-order fee negotiation log come out. Up to seven human evaluators score each firm against criteria that must total 100, each with written anchors. The scoresheets have no price fields, so price cannot enter the score. The workbook averages the scores, flags evaluator spread, ranks firms on your consensus scores, applies your shortlist cut and can blend optional interview scores. Fee talks are logged in rank order against your own independent cost estimate, and the next-ranked firm moves up only when you record that negotiations ended. The federal rule rows carry their citation and effective date, and you must confirm them against eCFR and the current U.S. Code before you rely on them.
