Evaluation Criteria & Scoring
Start from your written-round ranking and carry the evaluation through to final offers. The workbook applies your shortlist rule (top-N, score threshold or largest gap), records why each firm was kept or cut, scores oral presentations against anchors you write, and blends written and oral totals with tie flags. It then logs initial and best-and-final-offer (BAFO) prices, re-runs lowest-price and points-per-dollar normalisation on the BAFO prices, and reports how each firm's rank moved. Every score, weight and price comes from your committee. The line's federal rule rows are included with their citations and effective dates, and you add the competitive-range and BAFO steps your own policy or funder sets as dated rows of your own.
